My wife and I are independent travelers that generally avoid any sort of tour groups. We either rent cars or buy train tickets or passes. We usually avoid anything that looks like 2500 folks getting off of a cruise ship to descend on a town of 1500. On rare occasion, where a small tour looks like the best logistic approach to see a place or an area we will endure the tour approach but this is very rare. We avoid anything touristy e.g. Hawaii's best Luau. If there is a charter bus involved, our first instinct is - no way. If we have to look for a shopping experience, which we normally do not do, that means that the destination lacks genuine personal, historical or cultural interest.
