First time here and I love it. The tranquility and relaxed atmosphere is intoxicating. There is plenty of space and the old cigarette factory maintains its warehouses and transportation equipment. Many exhibitions and displays are free.

You should definitely go and walk about if you are visiting taipei, there is great small art expo and the main building has great local souvenirs and things being made there

It depend, there are some exhibition for young children, check the schedule first. You may also go to picnic if weather is good or visit inside book store and food court.

Basically, the park is opened most of the time but if you wanna to check the festival, exhibition and shopping mall there, you better check online first.

Sorry... my answer is a little late for you maybe... every time when I go there, I will take off from the City Hall station and walk to there, I think this route is easier.
