Great selection of shops where you can buy literally EVRYTHING related to photography, action sport and just electronics. Great place to see, unfortunately closes quite early and is not working on Sunday.

There are a lot of camera stores here. If you are a photographer and want to browse some equipment, then come have a look. Otherwise, for the average traveler I would recommend passing on this.

Using the Rail network is really easy in Taipei, Just go to the Zhongzheng station and it is walking distance from there.

Not sure, but unless you're shooting above 1600 you'll be fine. I travel frequently and never have a problem. When in doubt I just hand my film to the folks for manual inspection.
