Yes, absolutely. Different types of boats, catamarans make trips out to Stingray City and there are different types of ladders into/out of the water but I think that they are manageable. We had a small child on our trip who enjoyed themself very much. The water is waist-high at the shallowest but an adult can easily hold the child. The water was very calm so I would definitely give it a try!
