Monte Alban is a half hour bus ride from Oaxaca (58 pesos in 2018). The information signs are good and written in Spanish, English, and Zapotec).

We found English speaking guides on-site. I suppose they could all be out with others when you arrive, but we had no problem, and the man’s English was quite good.

To be honest I do not know, but you drive through it, so it is always possible to stop and admire the view and enjoy your time, good luck

I believe there are several tour groups that will take you to both places. Check with the larger ones along the Acala ( the walking street)
