Me and my husband had a terrible experience at the restaurants on the beach, there were a lot of waiters outside the restaurants inviting people to enter their restaurants, so we did. They gave us a menu without prices and at the end we received a ridiculous huge bill for what we ate, we were aware of the prices in other places and there was no way the prices were right. A taxi driver told us later that those restaurants always try to take advantage on tourists and adviced us to go to the restaurants where the locals eat.

Good place to find a table on the square and have a glass of wine. Watch the locals walking around and hear the music from the street vendors or on stage. Be careful with the people trying to sell you fake goods. A simple no thank you keeps them away.

The previous writer did have a bad experience with a restaurant along the malecon but also did not really give a review of the malecon. Like some other cities in Mexico the malecon is a wide seaside walkway that follows along the coast. We walked from its start to just a bit past the acuario (aquarium) which was at least a one mile walk (about 2 kms). Start where the city joins the harbor across the street from the huge Gran Cafe coffee house and just keep walking. At the start you will pass a long line of tourist venders selling jewelry, T-shirts, and typical trinkets. Keep walking and you will pass the old light house (Faro) and the Pemex Tower (oil company). The sidewalk turns as you pass the Pemex Tower and just keep walking along in that same southerly direction. Soon you will be away from the center of Veracruz but just keep on walking. The sidewalk is used by many and at all times of the day. You will pass many homes, businesses, and hotels but all of them will be on the opposite side of the street so you have a nice view of the water. Soon you will no longer be along the harbor but along the Gulf of Mexico proper. Yes, the palapa restaurants pop up after a while and you can walk on the sand if you prefer. And after a mile or a bit more you will come to the large complex that houses the aquarium and more. Later that day we did visit the aquarium but first we walked past it and crossed the street and caught a local bus that went all the way to Boca del Rio which was several miles away. You will pass many beach front hotels and restaurants and shops and eventually you will reach the touristy Boca del Rio area where you will find even more hotels and restaurants, a large shopping center, and, of course, a river which explains the name of this suburb. We got off our bus at that point and caught a bus going back towards Veracruz, got off at the aquarium, and had a great couple of hours there. Of course, we could have gone shopping or had a meal in Boca too. Back to the malecon- there seemed to be people walking along in the part of it that was close to Veracruz. The closer to Veracruz and the more people who were out for a walk. Just out for a stroll, jogging, or walking their dog. We were surprised how many were out for evening strolls too, especially couples.

I'm a little surprised by all the positive reviews. The Malecon is worth a visit if you are in town. It is an outdoor market (clothes, trinkets, keychains, etc.). You can also see the fort from the pier, some big barges might be docked there, and the original Gran Cafe de la Parroquia is right across the street. If you go it can be fun to people watch, do a little shopping, and get a bit to eat. Maybe even throw a 10 pesos coin in the the water and watch the kids dive for it.
I would not recommend either the bus tour or the water tours to the fort. Entrance to the fort is by car, the boat rides will only take you up close to the fort. The bus rides to see the historic sites in the city are depressing, to say the least. None of the historic sites are well cared for, with the exception of San Juan de Ulua. But all the places you'll see on the bus tour are run-down and beaten up. Plus the buses are all open, so if it's a hot day then you'll just suffer in traffic, sweating and puffing on exhaust fumes.
But the Malecon itself is worth a visit, go for a stroll, and maybe get a bite to eat at a nearby establishment.

the malecon, on the seeside of veracruz will permite you to know a lot of regional products on sale on the several little shops along the see side eventualy also make an excursion

The Malecon (Spanish for pier) in the port city of Veracruz has a great deal to see and do. You can see the oldest port in North America which is still heavily used today, try local delicacies (such as fresh fruits, tacos, and other tasty foods), and shop in the local shops where local artisans sell their wares.
About a block from the Malecon is La Gran Parroquia, the oldest cafe in North America. Still standing in its original location, this coffee shop was opened in 1808, 54 years before the famous Cafe Du Monde opened in New Orleans, Louisiana. Here, you will be served strong coffee in a glass tumbler, to which a Lechero (milkman) will add hot milk by pouring it from high up from a large tea pot. This is served with cinnamon twists which come somewhat dry, because they are meant to be dipped into the coffee. There is often live music here, and the staff are very friendly and attentive. You can purchase bags of their ground coffee for 150 pesos for a 1/2 kilogram bag (about $10CAD).
On the pier itself, there are a number of street vendors set up. They will call out to you (if you are Caucasian) "Guera!!" or "Guero!!" which is Spanish slang for white person - not intended to be an insult. You will also be able to see the Naval installation in the form of monuments, buildings, and the presence of Naval soldiers dressed in white uniforms. There are also boys who dive for sea shells and will sell them to you for a couple of pesos each.

By night is better with boat tours and nightlife, live music and just a fun place to let the kids run free, spent hours here just wandering.

The place is very interesting and has a great view.
You can observe the massive cargo ships.
There are several spots with street food (corn, esquites, ice cream, etc).
A lot of merchants selling souvenirs and local handcrafts (art pieces).
Unfortunately the whole towns city center was extremely dirty, which was very unfortunate and a nasty experience (horrid smells everywhere and streets flooded with rubbish).
Which overall didn’t make it inviting.

I stayed at the Emporio, so I had a good view of everyone on the waterfront. Was very popular, but not much to look at. One night, there was a kid using a green laser to blind people (including me), so that wasn't fun.

This is one of the traditional places. Look for the guys that are by the port, you throw a coin to the sea and they get it. It's so cool. Buy an elite and walk around the malecon
