The monument of Sir George Étienne-Cartier is located around an open area where there are a lot of people who gather for either a picnic or get together.
When I was there, the neighbourhood felt slightly rough but that may be just my inference. The monument itself is pretty good and a very nice spot for some memorable photos.

Montreal’s most imposing monument honors Sir George-Étienne Cartier, a French-Canadian statesman who served as premier of East Canada. The monument is located on the edge of Mount Royal Park. The monument is the grandest in all of Montreal. It measures almost 31 meters tall (101 ft) and is adorned with eighteen bronze statues created by sculptor Joseph Brunet.
Crowning the monument atop a granite column is the allegorical figure of Glory. The winged woman holds a laurel wreath in her left hand, ready to crown George-Étienne Cartier, who stands below her in front of the column. In his hands he holds a document which bears the inscription “Avant tout soyons canadiens” (Above All, be Canadian).

This monument is at the edge of Mount Royal park. Really interesting especially liked the winged Goddess of Liberty perched on top.

After visiting “Saint Joseph’s Oratory of Mount Royal”, we exited the Oratory compound to the main road, Queen Mary Road. There, we turned left, without crossing the road, and walked to the nearby bus stop ("Oratoire Saint Joseph-Queen Mary" stop), because we wanted to see Monument to Sir George-Etienne Cartier on the other side of Mt. Royal aboard a bus going over the mountain. At the bus stop, we boarded an oncoming “Bus 711” (i.e. 711-East). Our bus slowly rolled over Mt. Royal, affording us an opportunity to view some scenes of the mountain and the scenes below as well. When our bus stopped at “Cote Sainte Catherine” stop at the bottom of the mountain, we got off the bus, and walked to nearby Monument to Sir George-Etienne Cartier. The monument was in a beautiful park setting at the foot of Mt. Royal. The base of the monument was a big terrace with broad steps leading up to the tall column. In the middle section of the column was Cartier, holding a document bearing inscription "Let's All Be Canadian". Four corners of the terrace and the column were protected by perched lions. On top of the column was an angel like figure standing on a sphere and holding a wreath over Cartier’s head. The impressive monument was a great tribute to Sir George-Étienne Cartier, a statesman and Father of Confederation. The monument in a park setting looked peaceful and pleasant with children playing around.

Our walking tour took us past this simple monument. Otherwise i don't think we would have make our way here. A little out of the way of the usual tourist sites.

Large, impressive statue surrounded by a park, at the edge of Mount Royal. Not sure it is worth a separate trip, but if you are in the area, definitely worth stopping for a few pics.

Our tour guide made the Cartier story come alive. Not only his monumental achievements on uniting Canada but his family’s story of heartbreak. What a Netflix series this would make.
Spurned wife,daughters yearning to get married but without dowries,presentations to Queen Victoria and a flaunted mistress. With actual diaries of the daughters, our guide vividly portrays The Cartier family saga.
The presentation of Cartier’s political successes is being expanded to be opened soon. Without a knowledgeable guide much of the story would be lost. It was the quide who made it special.
