Without a doubt the Oyster card is the best answer. The day rover on Clippers does not start until after 09.00 and only covers Central and East zones.

As mentioned by pad_11, eastbound services from Embankment go to Westminster, turn around, serve London Eye before making the rest of the journey East without stopping at Embankment again.
