get a bus to wattegama or Elkaduwa. Elkaduwa is the best option. if you took wattegama you have to catch Elkaduwa bus again. you can't reach the lake by bus. more than 2-3km walk or taxi

Yes, when I visited about two years ago fee was about Rs. 200. That's for locals though.
