Palacio Consistorial is located at the cross-road between the sea front and the busy shopping street. There are regular "tour" services to this place at a nominal fee. The building itself is nice to set as the back ground for photo-taking.

And a bargain to get in and take a tour for only one Euro. You may be lucky to get an English speaking guide but most tours are in Spanish.

Ridiculous, we had a tour of the town hall and it was two euro per person

Not much starts before 10 am in spain but I don't know for sure. You may be able to ask the tourist information online.
