The central street of the old town is better to be skept during most of the day as it is too crowded. just try to walk on the neighbouring streets and the experience is just a new one, more authentic and less touristic.

Napoli has to be walked for several days to understand. Walking this street is a part of that. Imagine this city hundreds of years ago. Organised chaos that continues today. I hope it never changes.

We were there rather late, several evenings, and many shops were still open. Different shops close at different times, but restaurants, bars, dessert bakeries, etc. were open late. Hope this helps.
