A somewhat strange but interesting monument. The bottom half a person the top half a block of stone. Set at the end of the bridge to get onto city hall. Maybe it shows all the council are blockheads?

Worth a look if your in the area - we found on our way wandering around the area otherwise we would not have gone out our way to see it. Good photo op - you don’t need any more than 5-10 mins here but make sure you carry on your walk and enjoy the park and ponds

This statue is beside the City Hall building in Reykjavik. It is a simple photo opp. Not worth travelling here intentionally to see.

Best statue of a man in a bag I’ve ever seen. (Only statue of a man in a bag I’ve ever seen). I would recommend walking by this to everyone, more for the view over the lake though.

It appears that Icelanders have the same distain for bureaucrats and politicians that we share in the US. We thought this fellow was a bit of a blockhead. Must admit, the location, right by the lake, was beautiful.

We love bureaucracy so were very tickled to find out that this statue exists. Right next to the lake which had a terrifying number of swans (do not feed them, they will chase you!) Also close to the cathedral and parliament which are both interesting. All hail the bureaucrats

A funny looking statue near the Parliament and cathedral. The backdrop of the lake makes for pleasant scene to look at.
There is no explanation of the statue which would have been helpful. It is certainly unusual.

A well thought out sculpture. It conveys feelings most of us have (I assume) about the subject quite clearly. It shows us what it must be like to be a bureaucrat and how many view bureaucrats.

This is a funny statue outside City Hall in Reykjavik -- a big block of rock on top of a persons legs. I heard two interpretations of the meaning of this statue from our tour guide. First, the statue represents the many faceless bureaucrats who work tirelessly on behalf of the citizens, as anonymous heroes. The second version -- that City bureaucrats are a bunch of blockheads. Take your pick. And take a picture!

A pretty quirky monument is installed in front of Reykjavik's (ugly) City Hall. It's located by the Tjornin Lake which is a nice area close to downtown to take a stroll.
Monument depicts an every day, ordinary bureaucrat with his head covered with a stone block or bag, meaning he's not seeing (nor trying to) anything but doing his job by the book and set rules.
A monument which would fit any city.
