Obviously you cannot mistake the Citadel overlooking Victoria. It’s an impressive structure that is actually free to walk round. It has information scattered around it but limited to wheelchair/pushchair users.

Yes, you can walk around the citadel at night, in fact it is a lovely time to see it, as there are no tourists around. The lights of various towns can be seen on Gozo which is also great to see. We wandered up there after dinner and saw three people, one was the security guard. Obviously things will not be open.
