We did the round Robin. Had a nice ride on the steam train, ferry to Dartmouth and a river boat down the river Dart with great commentary full of interesting history and humour. Well worth the money.

People did get on and off the train at the stops along the way and there was an attendant collecting fares during the journey so I would think yes.
