Should I buy my 3 day ticket for the Red Decker bus online now or should I buy it personally in Hobart (I am traveling to Hobart in December).

I think that it is okay to wait till you get there as you can then decide, depending on the weather, which day you wish to travel. There will be no problem getting a ticket either at the Travel Centre or via Red Decker.

We are only in Hobart for 1 day on our cruise ship. I see on the RD brochure there is a tour offered for the tour of Hobart and Mt Wellington. Would this tour be possible or advisable for 1 day.? Thanks

If the tour is offered by the cruise company then it is geared for you to be back at the ship for the scheduled sailing time. The choice is yours. Do the tour or get the Red Decker Bus privately.
