This park is one of quietest places in Bogotá. It is located near Transmilenio Estacion Coliseo. It is not crowded on the weekends and people can picnic at ease. There are not vendors around and the feeling is about total relaxation. On the weekends also, there are rowing boats for rent. I recommend this place in a heart beat.

El parque de los Novios is a very beautiful park in the middle of the city that I am very embarrased to say I hadn't visited in pite of living in the city for my whole life. I got an invitation for a BBQ there recently and I was delighted by what I found, the park is very well mantained, there a few stalls where you can buy snacks and drinks if you are just hanging out and don't bring any food for a picnic or BBQ, since there is only one entrance is relatively safe and there are very few street vendors. There is a pond where you can rent small pedal boats to roam in it, large grassy areas for people to have their picnics or just relax, there are also picnic tables and BBQ pits that you can rent in advance, but the rent is a determined amount of bird feed that they use to feed the ducks that live in the park. Two things to be aware of are that there isn't a parking lot nearby so is best if you take a cab or public transport and second, pets are not allowed.
