This year Tibet closed 2 weeks earlier than usual (about Feb 10 to April 30) so the dates are not set in stone but it looks like you're out of luck

Yes, you need a special permit to get into Tibet. You need a travel agency to do that for you. When I booked my tour with Tibetan guide they will also apply for the permit for you. It’s part of the package. You can email... More

On their website you’ll be able to find lots of example itineraries as well. It will show you exactly where you’ll go on what day. Or contact Dhondup :)
