I really like Parque de la Madre. It's not huge, but it is a pleasant location with good grassy areas, a track, and a planetarium. The planetarium is a big orange ball that stands out from the surroundings.
The park offers quite a number of benches so you can sit and people watch. Trees that have outlived their usefulness have been sculpted into a variety of interesting and imaginative shapes. There's even a stainless steel airplane on the ground to keep the kids amused. And the kids also love the child-sized zip line that goes across one part of the park. It's high enough for the kids to ride, but low enough that there's no safety issue.

This park was completely renovated a few years ago, and is now always bustling with families. There is a short free zip line for the kids, a running track for the more active, plenty of free outdoor exercise machines, and even a free planetarium.
The major parks in Cuenca are all heavily used by the people living in the area, and this is among the most pleasant of them.

Pleasant park in Cuenca’s New Town - just steps from Rio Tomebamba. There is exercise equipment, a walking/running track and lots of playground areas for kids of all ages. My only complaint is that there aren’t enough shaded areas which is ironic as there is a machine inside the park that measures the (strong) sun’s UV rays.

A pleasant green space adjacent to the Rio Tomebamba between Puente Roto and the stadium. Families gather to enjoy a picnic, the children's playground, relax in the shade, play soccer or basketball, or use the jogging track or exercise equipment. There is a public washroom, and home to the Observatory. There are some beautiful carvings made from remaining tree stumps.

Parque de la Madre is a local gem in Cuenca with plenty of options for everyone, and is very safe and well-lit at night. It also has water bubblers/drinking fountains and a public bathroom nearby.
For Exercising
There's a 3 lane running track (about 470 metres per lap) that loops around the park, with segregation for those who are running, jogging, or walking. It's well maintained and is used all day round---including at night because it's well-lit---however it's never "full."
The park also has a dual purpose soccer/basketball court which you'll often find many of the locals playing a game of half-court pickup on. Bring your own ball and you're good to go.
There's also exercise equipment and areas where you can do body-weight exercises.
Early morning and late evenings on weekdays, you'll find free dance/exercise classes put on with instructors that everyone is welcome to. The music is high-tempo and the locals LOVE it.
For relaxing
Away from all the exercise stuff there's the actual park, which is covered with a lovely, soft green grass and with plenty of shade-giving trees dotted around the place. There are also benches to relax on if you don't want to sit or lie on the grass.
You'll often find people relaxing and having their lunch here around midday.
In a city like Cuenca, this park is a real gem!
