Hi Kathy. The most popular time people travel to these countries is between October and March. This is because Cambodia is in the dry season during this period. However, it really depends on what you're interested. For example:
If you like beaches, visiting Cua Dai beach near Hoi An is best from April to October as it's warmer during that period.
If you like visiting in Sapa, one of the most magical times is from Dec - Feb as there is a chance for light snow, which can make for some amazing views. Also, Sept - Oct and Mar - May are a great time to visit Sapa because the weather is dry and clear making for great photos.
If you like Halong Bay, Jun - Nov is a great time to visit, but Mar - May are also good. (Dec - Feb can be a bit chilly)
On the other side of the coin, if you are wanting to avoid the crowds, try to avoid Nov - Feb, especially around Chinese New Year and Christmas/International New Years.
Hope that helps to answer your question and thank you for asking!
