It have a small museum inside with interesting details, but maybe can have more things to see, inside it have a great architecture too. All in spanish.

We toured through this architecturally unique building which was once a "City Hall" and is now used as a Palace of Culture. Only problem was the amount of staircases, which made it physically difficult for some of us older members of the group.

The building is open to the public, you can enter for free. However the building is an actual working government office. It houses offices for different cultural departments. There is not much to see inside the building, except for a small Museum to Raphael Oribe....More

I think this old building is more interesting from outside than inside. But deserves a visit if you have time. Notice the different facedes. You can also go up and have a view of the plaza of the upstream.
