For first time experience one doesn't need to know swimming. An experienced professional is going to take you along for the dive.

No, the government does not allow Scuba Diving or any other water sport during the monsoon. The dive season in Goa is from the first week of October till mid May.

The experience dive of 30-45 minutes cost you around 5k.
