I was a part of a tour group and they purchased tickets for us. It did not appear that anyone could get in to the main temple area without a ticket. However you can walk up to the the ticket booth and take photos of the White Temple from fairly close up, but not close enough to see the amazing detail contained on the temple grounds itself. I doubt that there was a combined ticket for an elephant tour since this temple is being designed & built by a private artist to render his vision of the journey of life.
