Only about 10min drive from Nigata station and it was fun. There are main super market selling fruits and local goodies. Rice crackers we bought was amazingly good. They do not take credit cards (except for restaurants), make sure you'll bring cash with you.

The seafood market could have cooking and serving facilities as in Hokkaido. Tourists walk around looking at all the nice looking seafood and don't know how to enjoy them. Pitty! Such potential wasted! Ended up having food in a restaurant.
Besides seafood, they were also selling other Niigata produce like rice, rice crackers, fruits and vegetables. The sashimi looked fresh and affordable. Not too crowded (much unlike those we visited in Hokkaido) so it was comfortable walking and browsing around.

Visited this place on the way to Benke Sushi shop.
Was able to see large verities of live Fresh seafood and others sold in this market.
Managed to buy some fruits there.
