Take the bus trip. It will stop at the spots for few minutes for you to take photo. But it is quite a long queue. Try go early and definitely worth the visit. You can get discounted ferry ticket which the bus ticket.

If you go to Kagoshima, you should go to see Mt Sakarajima. We drove there so we could control the time by ourselves. If you take the bus there, you would have pressure to stay at every spots.

We saw the volcano Sakurajima very briefly on our recent cruise call to Kagoshima. It was just visible when our cruise ship docked, and we got a photo but thereafter it was covered by heavy cloud. An excursion would have been a waste of time.
