Visited the city mosque as part of a city tour on last day of Borneo tour. Gorgeous building with reflections in lagoon surrounding the mosque. If traveling in April be prepared for extremely hot weather and bring along water to keep hydrated.

I only visited the outside but it was magnificent to view. If I had more time, I would have liked to explore inside. Very easy to get to, no need to do in a tour. Just take an uber for 10RM

Will foreigners be able to enter the mosque during Ramadan outside of prayer times?

Cannot enter during prayer session. Minimalist inside as per Islamic framework. Much nicer from outside to catch the mosque in different lighting conditions.
