I visited in 1998, so this is not the most current review. However, I am a bit of a connoisseur of beaches. Lagoinha is very beautiful... nice white sand beach, clean, with a nearby fishing village. It is quite the contrast to nearby Forteleza! However, it's very isolated. That means it's hard to find if you don't speak Portuguese. (The road I took to get there is not on Google Maps to this day!) And the facilities like hotels and restaurants are limited. If you're looking for a luxury resort, look elsewhere. If you're looking for a beautiful, quiet, private beach... this is it.

Maybe the best beach in Ceará

A magnificent beach some 100 km from Fortaleza, with a spetacular view overlooking the bay and fresh water lagoons nearby, with buggies and four-wheel motocycles to ride on your own to watch breathtaking sunsets.

Beautiful beach and bottle green lagoons

Beautiful and paradisiacal beach

A very beautiful and paradisiacal place. Access is easy, approximately two hours from the fortress via a road that is quiet, well signposted and well maintained for most of its route. I went on a weekend in low season, parking on the waterfront for a symbolic fee (whatever you want to give) and a buggy ride for 90 reais per person. It's worth taking the trip to see the lagoons, which are beautiful and where you can relax in calmer waters. Regarding the beach, when I went the sea was quite rough and current, but with warm water and nice to take a bath. There are restaurants all along the coast, with good facilities (some even with swimming pools) and standardized prices (an average of 100/120 reais per meal for two people).
I believe that the place will be greatly harmed by the opening of Hard Rock, which is already making the place's beautiful landscape look ugly. At the entrance to the beach, there are several hotel vendors inviting you to visit the resort and get discounts at the restaurants - I didn't go to find out if it was real or if it was worth it.
