Not sure about the float plane. We just went to the crab feed and the boat excursion afterward. We didn't hear about any overbookings on the float planes. They take off from the pier next to the restaurant. There were three or four coming and going while we were there.

Our flight lasted about 40 minutes. It truly is a wonderful thing to experience, You can talk to the pilot and ask to see things as you are up in the air. We swooped down about 3 times to look at fishing boats and the different ways that is used in this area to fish. We also saw some mountain goats and we circled around several times so we could see them. I guess because of this the times could vary. The crab feast was also VERY good. Do the tour. Then spend the rest of the day walking around Ketchikan. It was our favorite port to shop.
