The botanical garden can take all day to visit. If you want to also visit Chapman Peak you probably will need to visit the garden for only 1/2 day to leave you enough time for both but is it feasible. I see many current reviews stating it is open. The closure seemed to have happened in 2017. I cannot answer your question about the beach however. Definitely worth the drive. Watch out for the hundreds of cyclists who share that road with you. Go slow and enjoy the view
