We used Dragon Island Tours. It wasn't cheap but we didn't pay upfront. They sent us a confirmation email which enabled us to go ashore. We are not likely to do it again so hey ho

Book the tour onboard the ship. At this destination it is the easy thing to do. We did - and you have to Book in advance to Get ashore.
