The top of the Courthouse has the best view of downtown Danta Barbara, from the mountains to the ocean. Be sure to visit the Mural room and stroll through the sunken gardens for a beautiful taste of Santa Barbara history.

I can't remember for sure, but since it is a public building in use every day as a courthouse I am pretty sure it opens at least by 9 am.
