OK for a few pics, but watch out for all the homeless there as they tend to congregate in the area. A bright spot along the otherwise dreary streetscape.

Yes, there are two. Nobody really wants to see the old one though, unless you're on your way to get cocktails at the Foxy Olive.

You can self park at the Silver Legacy for free and walk the short distance to the arch. I would suspect the other casinos have free self parking as well.
