In reality there are several Lookouts for great views of Hout Bay and it's environs. I would recommend doing the Chapmans Peak Drive from the Noordhoek side towards Hout Bay. There are a few lay byes on the left side after the peak and heading down towards Hout Bay.
However there are two large pull offs with plenty of car parking and also toilets and picnic tables which on a lovely sunny day give absolutely spectacular and glorious view of Hout Bay, the beach and it's back drop and the surrounding area.
I could spend all afternoon here admiring the views which in my opinion are some of the loveliest in Cape Town and that is saying something.

We first came to restaurant “Look Out” 13 years ago and we still have fond memories of this visit. It was on a Sunday and there was a band playing music from the 60's that was really great!
Today we were there again, to our surprise the same band still played every Sunday, unfortunately they only start playing at 3 p.m. and we could not stay to listen due to an appointment with friends.
We had lunch with delicious oysters, sushi, a fish dish and a tasty burger.
All dishes tasted great and were nice and fresh!
The service was helpful and friendly!
A cozy restaurant where it is especially nice to relax on Sunday afternoons. the life music.
To avoid disappointment, I recommend making a reservation because the restaurant is busy.

Absolutely stunning....the view of the Bay is simply out of this world...the sheer splendor of the vista will fill you with awe and wonder...take your time...absorb the beauty before you...sundowners perhaps? and/or a picnic...??

Stopped at the lookout for a few picturesque shots, and really enjoyed the views all around. The mountains meeting the ocean is simply gorgeous!

The Hout Bay Lookout is absolutely picturesque. I would very highly recommend taking a stopover at this lookout when driving from Cape Town to Cape Point, to any traveler. It is a nature lover’s and a photographer’s delight.

Stay here to take a moment and enjoy the views of Hout Bay and all the mountins. The Chapman Peak drive is a beautiful road and it's a must to stay here for some photos.

Make sure you pick a sunny day, anytime of the day is good but sunset is the best. You may even catch a whale in the bay. Superb views that cannot be beaten. Picnic stops along the way too.
