You can't miss stopping here when in Portland. The fountain offers a relaxing hideaway for anyone who love the outdoors, or even if you're a city person, but love the water. There are little spots to sit all around. Amazing!

We loved it!!! Just sat down and relaxed listening to the water fall... Would recommend a stop by,even if it's a quick look

The sound of the fountain drowns out the city noise and it is really relaxing to sit and rest here. Very interesting looking fountain too.

No really it's a cool place especially when it gets warm. Lots of locals relax there with a coffee or lunch when the weather permits. The design is beautiful allowing lots is places to relax and the sounds is soothing as the water spills over....More

I didn't realize they shut the water off in the winter. We got there in the afternoon and it was completely dry. That being said, it is still a sight to see. There isn't much to do except look at it and take some photos....More

Yes you can see the fountain from the street. some access for wheel chairs

The park is in downtown Portland,I would be greatly surprised if it was an off leash park. As the park occupies the entire city block and half of that the fountain itself, I am going to answer in the negative. Sorry
