I expected lovely falls, based on recent reviews. Not a drop of water after circulating on all the downtown one way streets. I didn't see any announcements before I went.

While walking in the downtown area, my husband and I found this park. The waterfalls are all lovely. It was very quiet, and we spent some time sitting and relaxing drinking our coffee.

Unfortunately the pools and concrete falls are frequently inhabited by homeless and how should I say, under the influence? Needles can be found here and it is not a place I would let my children play.

Beautiful park and fountains, directly across from the Keller Auditorium. Was a bit surprised to observe a couple of people bathing in the fountain, including a woman washing her hair in the cold water. Nice little park in the middle of city buildings.

My husband and I walked here during our short time in Portland, only to find the fountain completely dry. There were NO signs posted as to why, in mid June, the fountain would be off. I looked it up on the parks & rec website...More

The park is in downtown Portland,I would be greatly surprised if it was an off leash park. As the park occupies the entire city block and half of that the fountain itself, I am going to answer in the negative. Sorry
