J.W. Hill Park on the Rocky Butte offers nice views to the north (Mt. St. Helens direction). Unfortunately you cannot see the city center from here.

My son loves this viewpoint. It's special due to the unique castle like structure on top. The views of the north are the best in town, but southern views aren't as great, being blocked by trees.

There are steps on one side of the approach to the park, but I'm pretty sure that there is another approach on the other side that is more like a long ramp. I'm not sure if it's paved, though.
