I cross this often, by MAX, bike and walking. One of my favorite walks was early evening in a light rain watching the lights of the bridge change.

Rode our bikes over the bridge West into Downtown Portland. This was such a nice, car free way to get into the city. Great views

We walked across the bridge because it was close to our hotel, but to say this is an activity you must do, I don't think so.

I’d suggest doing a daytime walk about to get your bearings then return at night...possibly from the OMSI (East side). Good luck!
