I frequent Culebra a few times a year and Tamarindo is ALWAYS a go-to. Prior to COVID I never came across any seaturtles here no matter how hard I tried. I have now gone twice in the last two months (July 2020/Sept 2020) and both times I have been blessed to see LOTS of turtles! I always park at the larger, main entrance and go snorkel from there. In addition to the turtles, I came across a 8 foot Bull Shark when I was in the water alone. It was VERY close to shore, on the rocks in about two feet of water. Luckily it just swam away, but knowing that they will come that close to shore is crazy to me. A woman I know from the island told me prior to seeing the shark that she went in at the small entrance and between the buoys were two giant bull sharks. Never did I expect to see one SO close though! It was breathtakingly beautiful. Don't be afraid to go here, what I witnessed was a very rare occasion and my first time running into one in 7 years of frequenting Culebra.

It's about a mile hike from the famous Flamenco Beach parking lot (with lots of food kiosks) and it is a rocky beach not good for long walks, but the corals and sea grasses make it great for snorkeling and viewing turtles. If you want to walk on the beach and swim with small kids, then Flamenco is the place to go, but for snorkeling you can't beat it in Culebra. There are shuttles from town to the parking lot.
