Nice smaller park next to the large state park (Whitefish Dunes - also worth a visit). Pleasant hiking trail (watch for tree roots and rocks!)...nice picnic area...fun to watch the daring dive into the deep area off the rocks.

I've only been in the summer. I would guess that it would be beautiful but cold and possibly slippery. Dress warm and wear good boots with traction. Also it is probably very windy so something water/wind resistant.
