The parking for Waimea Valley is several minutes driving in from the road. If you were to walk to the beach from the parking area, it may be a little far. Also, the parking is for paying Waimea Valley visitors. There is a waterfall after you enter and hike for about 20-30 minutes and swim.
If you want to go to Waimea Bay off the main road, there is a parking area there. It does get busy during peak tourist season and you may need to wait.
