My cousin has a home built on a hill in Staten Island not too far from the Verrazano. When you open the front door at night, you can see the bridge. Truly a stunning sight. When driving over, I prefer the top deck. Best views!

We crossed the Verrazano on our way to a vacation in PA. It was still dark as we left super early to beat the traffic. No traffic and had great views as it was a crystal clear morning.

I believe you can, I've seen cars pulling boats across, but you would have to use the upper level.
