I believe it is - the city's campground website and it does not mention anything about "closed for the winter". I noticed that Resurrection Campground has some restrictions after October, like no tent camping, no shower house and no dump station, but the campgrounds themselves seem to be open.
Just google - city of seward campgrounds and you should hit their site pretty easily.
