I see little point comparing it to Dubrovnik - it is a different place altogether. an old walled town with a maze of streets and small squares. a variety of shops - some artisan, some selling fakes, some selling overpriced jewellery (always look closely with a loupe), some touristy and some nice. Also has bars and churches. Set within Kotor which is a beautiful place. Yes there are some less attractive bits but it is a living place that people live in and not just a museum for tourists. All cities have good and less good bits. This one happens to be at the base of a wonderfully beautiful fjord.
