During Snow Festival, you can take a bus from Odori Park to Tsudome. Inside the dome are many activities in addition to a food court. Outside are sled rides, snowboarding and activities for kids making snow and ice scuptures. It is a wide open area, so expect windy and cold air. I'm not very good at exercising, but I enjoyed various Attractions(Climbing, Jumping, Sliding...).
I did it while it was getting sweaty in an hour...
Maybe the day was Sunday, so many families were coming.
