Cigarettes - seems to vary for some reason. My aunt brings 2 cartons from Canada with her each time without any problem yet we were talking to a couple guys from Europe and they had theirs confiscated upon going through Mexican customs. Might have been a fluke as I hadn't heard of anyone else experiencing that. They do sell cigarettes at the hotel gift shop - would be cheaper at the Oxxo just off the resort I'm sure.

Depends what you mean by 'usable'. The beach itself is fantastic, but the sea has a lot of seaweed in it. Lots of people in it, you can go for a swim if you don't mind the odd slimy thing touching you!
