November tends to be raining and not always the best. But some years it is very nice. The end of the rainy season beginning of the dry season but in the DR nothing is the way it should be. It is a take your chances time. As to diving and snorkeling there is not much on the north coast. A couple of poor sites within 2 -3 hours but nothing to condider bringing your mask to use.
