I used uber to get to the hotel which was bout $7, they have a 24 hour check in and you should be able to get a room upon arrival. Arranging transportation with the hotel itself might be much more expensive.

Hello Bronell! No, our rooms do not have air conditioning. As Camelsnot wrote, Bogota is usually cold at night.
