The Council is located conveniently in the Small Square in Sibiu, right in the heart of the Old Town. It is ideally placed if you intend to explore the city by foot. Another big asset is the public parking very close to the hotel, which is relatively cheap (10 lei per day, you can pay by SMS). The room itself was clean, but quite small, with not enough light and not very well maintained. On the plus side it had a working refrigerator. The wireless Internet connection was very slow and unreliable. Breakfast was also poor and not worth the price. Overall value for money: average at best.

The location is very good, in the center of Sibiu.
The hotel is listed as a 4star hotel but the facilities are not there at all. Except for the soap and sleepers tou don’t have anything else. I stayed in a suite, very small, the bathroom could really use a renovation, the shower had a lot of mould at the bottom, the space is very small for a bath.
The bed was upstairs, very abrupt stairs, no curtains on the window, be careful if you have children with you, this kind of room it’s not appropriate.
The breakfast is simple, not a lot of diversity but ok overall and the personal service is good.

The location of the hotel is great - right off the square. Breakfast is adequate. Unfortunately it’s clear that management is not putting any additional money into this hotel. For instance, the toilet roll holder in the bathroom was broken. Instead of fixing it, the toilet paper was just piled up on the side. The shower head holder was broken. There were paper towels wedged inside a vent. The fridge was broken. There was no blanket or duvet on the bed, just a sheet. There were no accessible plugs. It’s too bad because I could see this being a great hotel if someone were to actually put some money and care into it.

The hotel, perfectly restructured, is faced on one of the central places in Sibiu. Four star hotel, rooms are on 2 levels, nice atmosphere, cosy and warm. But: breakfast was really poor, some cheese, ham, no fresh bread, only fridge bread that had to be warmed in the toaster. That didn't work, as it was broken. No honey, no choice of jams, only one kind of hotel jam. The coffee machine didn't work properly as well, no milk available. And the service ladies, chattering in another room, that didn't even come to check if everything was fine. And this is a 4 star hotel??

The hotel is right at the heart of Sibiu with lots of attractions and restaurants in easy walking distance. I was pleasantly surprised by the size of my room with sitting area and shower / toilet downstairs and large bed in attic space above. The stairs up may not be to everyone's liking though.
Good self service breakfast by Romanian standards -simple but filling. Not sure hotel would be four star in many western countries as it lacked a lift and extra facilities but I was more than happy staying there.

Hotel Villa Astoria is a quaint old building in a lovely location in the centre of the old town. We had a 3 person apartment room which was large and spacious and nicely furnished. Free on street parking is available and arranged by the hotel.

Being an old building, there is no lift, so this could create problems for persons who have a large amount of luggage or persons who have a physical impediment, as rooms are on the second floor. Also whilst a mini bar is provided in the room, there is surprisingly no fridge.

When we arrived for breakfast on the first morning, there was no table set (we were basically the only guests) and as a result then had to wait whilst cutlery etc was laid out on a table. Breakfast was extremely ordinary for a 4 star hotel (no fruit, no cereals, only available yoghurt was plain, with a minimal selection of cold meats and cheese). We were offered the option of cooked eggs or omelettes and chose a combination of both during our two night stay. At time of check out, we were shocked to discover we were charged 3 euro’s for each omelette. When I queried this charge, the young lady (who was also the receptionist) said omelettes were classed as a buffet breakfast (boiled eggs were not), hence the additional charge. I said if that’s the case (it was the principle, not the cost that was the issue), we should have been told at the time of ordering and there was also no literature in our room indicating any additional cost. Furthermore, having travelled throughout Romania, this was the first time any hotel had charged for omelettes, as elsewhere they were free of charge, being part of the basic breakfast package. Her comment was “why are you arguing over only 9 euro’s (ie 3 omelettes)?”

Due to unforeseen circumstances, we had to stay an additional night in Sibiu and requested an extension, which was not a problem and we just assumed the price would be identical to the first night (as we told nothing different). Our initial night was booked through Booking.com at a cost of 125 euro’s, however, at check out the next day, was told the cost for the additional night should have been 140 euro’s but as a favour, they would only charge 125 euro’s. The female receptionist endeavoured to promote what a generous concession they had made. As we were virtually the only guests in the entire hotel, the young lady should have been grateful for our patronage, instead of trying to “big note” the hotels supposed generosity, particularly, as price was not mentioned at the time of our extension confirmation.

By mid afternoon, our room had not been made up, so I approached the male receptionist who advised that unless specifically requested, rooms were only made up every 3 days. This was news to us and again there was nothing in our room to indicate such an arrangement. We indicated we needed some additional toiletries and he said he would deliver to our room. Needless, to say nothing happened and I eventually collected myself. Next morning at checkout, I mentioned to the female receptionist that we were not impressed with the room not being made up. She then gave a different reason, stating that if we wanted the room made up, we needed to put the sign on the door “Make Up Room”. As we had not done that, then how could we expect our room to be cleaned / tidied up? I said I have travelled all over the world and never experienced the need to hang a sign on the door to have a room cleaned and furthermore, there is nothing in our hotel room to stipulate what needs to be done in order to have a room made up. Her response was ‘that’s the rules”!!!

The attitude we experienced from staff during our stay was quite appalling and how this hotel attracts such a high rating on Tripadvisor is something of a mystery based upon our experience (although interestingly, I notice a recent reviewer also mentions the poor attitude of management). Perhaps the hotel has had a change of management in recent times?

In conclusion, this hotel does certainly not justify its 4 star rating and based upon the total lack of customer empathy, certainly could not recommend.

Do not make reservation at Council Hotel Sibiu.I made a phone reservation two days before.They called me the day we suppose to arrive ,shortly after 10 o clock ,and told me that the reservation was cancelled. I was on the road.The conversation was unpleasant and she receive more than rude reception.She said she did not understand why I was stubborn to get to this hotel when she told me that we could no longer be accommodated.
Any comment is superfluous.

I have stayed for 2 nights at this hotel in February 2012. This one gets a mixed review, because of inconsistencies.

Pros:
-> What you see is exactly what you get in terms of furniture. It's really that nice;
-> There is no better location, as it is basically within the same building as the Council Tower, at the junction between the Small Square and the Big Square - centre of Sibiu and there is a small Billa next door. Just open the door and you are there;
-> Very helpful staff;
-> Wi-fi ok.

Cons [for a 4* hotel]:
-> One bedsheet had a big stain on it;
-> The fixtures are starting to fall away. For example, I almost got a heartstop when a maintenance hatch fell on its own during the evening in my room, with a bang;
-> Poor old TV, which is crammed on the desk, which means there is no place to work anywhere;
-> No minibar, and the available water bottles are puny;

and most of all - *The Breakfast is a Big Joke!* I think it compares well with Lords Hotel in London, which means I would not consider it a breakfast if it was included in the price. At 5€/person/night it is a rip-off. They'd be better off not offering it. You can get a good meal in any pub of the Squares next door.

All in all - if you can ignore the above and find the pictures of the rooms romantic, do splurge.

Right on the Piata Mica the hotel is very central for Sibiu old town.The rooms a were very comfortable with lovely beds but room cleaning only average.The entrance round the side of the building is very unprepossing,and no one to help with the bags up to the first floor reception.No bar in the hotel to get a drink to slake your thirst after a long journey.If you drive there is no private parking but plenty of space in the square to park that you have to pay for.The staff in the hotel were all very friendly and extremely helpful and the breakfasts were good.

Very well positioned, without free parking. It was perfect for our short stay in Sibiu, close to many attractions.
Unfortunately, the rest was so-and-so: everything seemed to be done with minimal effort, no attention for details. The breakfast was relatively ok. Our room was spacious missing some pieces of furniture, with plugs hanging from the walls. Clean, but not extraordinary.
All in all, a good stay but not worthy of 4 stars.
