Typical no-window budget hotel. Don't expect much on quality and wifi. Conveniently located in bukit bintang, nearby anything food, mall etc. room, bed and bathroom is so bad. receptionis si so friendly she take care of us.

Sorry to hear that you are not happy with the room and is not able to get a refund. As a traveller, I have stayed in many different hotels and I'd say that, sadly, it is allowed. Even if you book through an agent/third party websites like Agoda, they would state that they is no cancellation for some bookings. Iris Garden is a budget hotel, suitable for a short stay and certainly on their side, they wouldn't want to make a loss hence having rules and regulation on cancellation and no refunds. Hope you still stay there for the 8 nights despite not liking it so as to not waste money.
