There are shops in the hotel, but the question is what you want to buy. If you need stuff like diving mask, cosmetics etc - it's a good place for shopping. All shops are located at small "souk" - the entrance is located between the reception desk and the main restaurant, on the same side of lobby as reception desk.
As you enter, the very first shop on the right has souvenirs and prices are decent. There are two vendors there - the older one is absolutely the nicest person at that souk and his prices are lower than the younger vendor's. Best equipped shop out there, most interesting stuff available among all shops there, also the prices are the lowers.
Next is the shop with herbs, perfume and spices and they have decent prices, very nice vendor too. You can taste and smell the products and unlike in Port Ghalib, they don't add "artificial weight" to what you are buying - you pay for what you exactly order.
Next is Jewelry store - do NOT buy stuff there. Overpriced, not much choice either. If you are after gold and jewelry, go to Port Ghalib - at the street next to the pier, right next to the submarine pier, there are few jewelry stores that have way lower prices and muuuch more to offer.
Back to Hilton - next is a shop with souvenirs, cosmetics, tobacco, water, swimming gear etc - everything apart from souvenirs is worth the price. One more store exactly like that is at the end of the souk. Same stuff really and same rules - don't buy souvenirs there.
Opposite of it there is a store with papyrus and they have gorgeous stuff, not that much more expensive than in Port Ghalib. They make custom signatures there, worth it in my opinion.
Next is a store with souvenirs that are made to look like antiquities and there you can find a real bargain but you have to look carefully. Some of the prices there are ridiculous but some are really nice, they also have original stuff.
If you want to buy small souvenirs, port ghalib is your place but it is still going to be more expensive than the airport store - at the airport choice is smaller of course, but you still can choose from quite a lot and the prices are ridiculously low.
