It's not a good sign when the hotel provides earplugs with every room!
Those black lines are the exterior weather stripping which are no longer sealing the window to it's frame, noisy, breezy, unsafe deferred maintenance.

Thank you for contacting us regarding this matter. The city of Las Vegas was conducting a late night street repair near our property that unfortunately caused some disturbance for our guest. We anticipated no overnight construction building our new tower.

This was not the case. We had a great stay it was quiet the only noise was from Fremont street Friday and Saturday Night. The noise was nothing that kept us from sleeping at night.

Does the hotel (or some other source) offer a shuttle to the Strip?
We don't provide a shuttle to the strip but there is a local bus three blocks away that takes you there. The cost is $8 or you can take a quick Uber/Lyft/taxi ride.

"6th floor room, noise from near by was not bad, rooms facing West are more quieter. Earplugs were provided but, we did not need them at all."
